Green governance as a method of government: challenges of Cop22

  MR.Yvon Pesqueux: explain governance as a tool to coordinate many types of actors (state, private sector, ONGO, etc...) but could it be that the green governance is able to work with all the type of actors?

  A good governance is mandatory important, in order to coordinate environmental actions, that’s why green governance is a key point for the COP21 issues.

  Mr.Yvon PESQUEUX starts his presentation by defining the green governance, then he explains different hypothesis about governance. In the first one he compared green governance as a meta-governance that needs to be integrated into liberal economy which has no interest into social and environmental problems. Second one he defined green governance as a state governance that does work with restrictive issues (like: standard, limitations, specific law, etc.…) or incentives issues (like: inquiry, labels, etc..) green governance has a disparate definition

  At the same time globalization has created dependency between companies, and the new actors appears like NGO. To Y.P it is necessary to integrate this new type of governance with the other ones. That’s why it is difficult to integrate a green governance as a meta-governance

  In order to harmonize acting organisation, Y.P thinks that it is necessary to organise a global organisation, that’s why it’s important to identify all the actors and to integrate local population into the governance’s process .These two key points are important to the balance of green governance.
