The main drivers for this project showed that institutional entrepreneurs can make a difference: people that dare to challenge and change the existing formal and informal rules of the game mark the way forwards.

  • Supportive corporation managagement gave the entrepreneur room to manoevre
  • Supportive municipal councillor and civil servants gave room to experiment with what  was not normally allowed by public procurement laws.
